Most lap dogs are hyper. And almost all puppies are hyper. Go to a shelter and find an older dog who is consent to just sit around and enjoy life.

My kind of dog a Yorkipoo. He's a mut. Completely quiet except for some whining. Doesn't bark, really. He's part Yorkshire Terrier and part toy poodle.

How about a pug? They're pretty calm and short haired. They don't bark much, and when they do bark, it's not very loud. They aren't big either.

A Bechon, but they need grooming. I'm not sure, but if correct, they don't shed as much as say a pug. Now pugs are hyper, my brother has one, and is uncontrollable. All pups are hyper, Even a toy poodle, again will need grooming. Again they don't shed. Less fur for mom to clean up. Check with your vet and some of the local grooming places and see what they say. You want it for your mom, your mom should go with you to chose the one she feels more comfortable with.

I would recommend a Lhasa apso. They are small dogs, they don't shed their hair, and once they're full-grown they are loving, calm, affectionate and devoted companions that will happily be a lapdog. Another aspect of the breed is that they were originally bred for indoor security, so if something goes bump in the night, your Lhasa will let you know. They're too small to be anything more than an ankle-biting nuisance to a burglar (traditionally the Chow breed would be utilized in combination with the Lhasa Apso for a security force), but they are always quietly alert.
Their hair, when left alone, will grow long, but any dog groomer can shave it very short. The long hair, which, again, does not shed, can be good for the dog to have if it gets cold in winter where your mother lives.
This breed is very well-suited for the lifestyle in question. We found an abandoned Lhasa and took her into our home where she lived as part of our family for fifteen years. After she passed away, we adopted another young Lhasa that needed a good home. They are incredible dogs that will bond to you forever.
Like others here have suggested, I also agree that the best source for dog adoption is a shelter.

A lot of lapdogs have to have their hair shaved to keep it short.
Cavalier King Charles spaniels are great lapdogs, they don't need to be cut too often but they need to be combed.
